A hold is a parliamentary procedure in the rules of the United States Senate that allows Senators to stop a motion from being voted upon on the Senate floor. This can be done publicly or privately. If done in private, the Senator provides a notification to their party's Senate leadership of their intent to place a hold, to which the leadership can approve or reject.

After the PROTECT IP Act passed the Senate Judiciary Committee, Democratic Senator Ron Wyden of Oregon placed a public hold on the bill, preventing it from receiving a vote on the Senate floor.
